The Actionable Published Price List is now live in 432 Xactimate pricing regions across the United States and Canada. The APPL introduces a dry-out-by-volume approach designed to help restorers and carriers transcend the back-and-forth that has encumbered innovation and swift claim settlement for decades.

Rather than requiring restorers and carriers to reconcile drying duration, equipment density, AHAM calculations, moisture documentation, and other variables after the work is performed, the APPL allows estimators to establish a defensible cost structure on day one using two inputs: water class and containment volume. The resulting estimate connects cost to the drying outcome rather than to the duration and density of the equipment deployed.

The APPL does not replace the documentation required to demonstrate appropriate drying practices. It reduces the need to reconstruct the estimate from equipment counts, drying duration, and completed documentation after the work is performed.

Water Mitigation Has Proven Difficult to Standardize

Water mitigation claims have proven difficult to standardize because the industry is trying to solve an algebraic equation with several interrelated variables — how much dehumidification is warranted under IICRC S500 AHAM standards, air-mover density, and dry-out duration.

Compounding the problem, the documentation required to substantiate an estimate adds real administrative cost to both the restorer and the carrier side of the house.

The deeper problem is one of incentives. When restorers are paid more for taking longer, the system rewards duration instead of results.

THE NEW APPROACH

The APPL delivers the change in two parts.

First, Actionable Insights reconciled several containment-centric line items into two novel, all-inclusive containment line items. Each bundles the labor, materials, and equipment required to construct and remove a drying chamber.

Second, those containment line items are augmented by a suite of eight dry-out-by-volume line items. Estimators select the line item matching the water class and apply it by volume inside the sketch.The result is a cleaner estimating framework that reduces debate over arbitrary drying duration and equipment density.

Building the Estimating Framework for the AI Era

Actionable is building the data rails that make image-to-scope estimating possible. Reliable computer-vision scoping becomes significantly more difficult when a model must choose among roughly 17,500 highly granular structural line items. For example, when lower cabinets are divided into eight grades, accurate selection depends on distinctions that cannot be reliably inferred from an image alone.

The solution is to simplify those decisions without sacrificing accuracy. Dry-out-by-volume is an early example: water class and containment volume replace a sprawling matrix of duration, equipment, and labor variables as the principal inputs.     The APPL is released into all 432 Xactimate pricing regions on a monthly cycle.

  5. APPL line items evolve

    Components, yields, and supporting events are tuned regularly in response to data points provided by our membership. Meaningful month-over-month change on a new item is the system working, not the system failing.

  6. Members set the agenda

    Every December, each Actionable Insighter is asked one question: which trade is proving hardest to settle at a consistent and reasonable margin? One year the answer may be drywall; the next, cabinetry. We aggregate the responses, publish them in an annual report, and let that data define the APPL’s principal mandate for the coming year: advocating for improvements to the core Xactware price list, and/or deploying novel line items that solve systemic problems.

  7. Prune relentlessly

    Line items that are not adding value are deleted from the APPL.

  8. Neutral by construction

    The APPL is published by a nonprofit trade association, not a materially interested party. Everyone comes to the table with interests, ours included. That is why neutrality cannot rest on good intentions; it has to be built into the board structure itself.

  9. Transparency is in the code itself

    Every line item existing exclusively within the APPL carries “AI” in its selector code, so a single glance tells an estimator whether an item is core Xactimate or an Actionable line item. The same marker appears in the price list name.
